Although Google’s Android OS is open-source, Google GMS services are not open source and require strict authorization to use. The Google services framework is a prerequisite for Google play services. Services can only be used if the framework is installed.

However, with the help of third-party tools such as installers, the Mate 30 can still install Google’s app and can be used normally.

However, in this regard, Tristan Ostrovski, Google’s legal director of Android / Play, posted in the official Android community that users are not advised to do so because installing unreviewed programs from unknown sources risks being tampered with, which would a high risk.

Google emphasized that smartphones must be certified to ensure data security.

In fact, after May 16, 2019, Huawei’s new phones that have not been submitted can no longer be pre-installed with GMS, and the upcoming Huawei P40 series is also expected to be limited.

Although the United States has repeatedly issued temporary licenses to Huawei, the services involved are limited to Android security updates.

At present, Huawei is actively promoting the HMS ecosystem (Huawei Mobile Services). Of course, considering extreme situations, Hongmeng OS also has the ability to take over when Android is not available.
